Background <br />Parks, Recreation, and Open Space Commission <br />Meeting of June 8, 2016 <br />Hugo City Hall, 7:00 pm <br />Approve Minutes from May 11, 2016 Meeting <br />Staff recommends approval of the minutes of the Parks Commission meeting of May 11, 2016. <br />PLEASE SEE THE ATTACHED MINUTES. <br />Bernin Property Lease <br />In 2002, the City of Hugo approved a purchase agreement with Bruce and Virginia Bernin for their 23 acre <br />parcel located at 6540 Greene Avenue North for use as a future City park. The acquisition of their property <br />was partly offset by a $275,000 grant from the MN DNR. At that time, the Bernins entered into a lease <br />agreement with the City to rent the property and remain living in the home and operating their tree farm for <br />ten years. In 2009, the Council approved a five-year extension to the original ten-year lease, until the year <br />2017. As part of that extension, the lease was amended to remove the tree farm operation. The Bernins are <br />requesting another five-year extension to June, 2022 to continue leasing the property for residential use. <br />The lessee will pay the same rate of $44,750 in rent for the next five-year term, payable in monthly <br />installments. Staff recommends approval of the second amendment to lease for Bruce and Virginia Bernin at <br />6540 Green Ave for an extension through June 1, 2022. <br />THE DRAFT AMENDMENT IS ATTACHED. <br />Forest Lake YMCA <br />Commissioner Tennyson, who serves on the Forest Lake YMCA Board, will provide an update. <br />Parks Plan Review <br />The Parks Commission has reviewed portions of the Parks, Trails, and Open Space Plan. At the Parks <br />Commission meeting of February 10, 2016, the Parks Commission the review included the purpose of each <br />type of trail, collaboration with property owners and developers, and the importance of regional <br />coordination. The vision guiding the general layout of trails city-wide was discussed. At the meeting of <br />March 2, 2016, the Parks Commission reviewed updated maps of existing and proposed trails and highlighted <br />the missing connections between them. Examples of how existing trails were constructed in Hugo and how <br />and when planned trails may be constructed in the future was discussed.
