EXHIBIT A <br />Work Plan <br />On June 24, 2016, the City of Hugo was notified that the Metropolitan Council awarded a $200,000 <br />Stormwater Grant to the Rice Creek Watershed District (RCWD) for the design and construction of a <br />stormwater reuse system at Water's Edge in Hugo. WSB & Associates, Inc. (WSB) will serve as the <br />project engineer, coordinator, and manager on behalf the City, and will coordinate the project and <br />funding through RCWD. The project will reduce and potentially eliminate the need for potable water for <br />irrigation by connecting and expanding the existing irrigation system to a nearby stormwater pond. <br />Task 1: Site Investigation <br />Over the past year, WSB has completed a water balance model; total project cost and financing <br />estimate; and preliminary site investigations to determine the feasibility of the project implementation. <br />The following section provides a brief summary of these items that have completed under Task 1. <br />The water balance model not only determined the quantity of water available from stormwater sources, <br />but also the pond elevation in relation to the irrigation demand. The following parameters were used in <br />the overall water balance model: <br />• Pond drainage area <br />• Storm sewer connections <br />• Pond characteristics (i.e. depth, surface area, and volume) <br />• Precipitation (historic data from 1959-2015) <br />• Evaporation <br />• Overflow <br />• Irrigated area <br />• Irrigation demand <br />The normal water level of the pond is at a depth of 9 feet. It was determined that the pond will be <br />allowed to drop to a depth of 7 feet, resulting in the pond edge receding a maximum of 9 feet. This <br />protective pond level will provide a balance between minimizing potable water use with minimal <br />impacts on the pond and surrounding properties. <br />The total project costs and financing estimate was completed to determine the initial capital costs <br />required for the project and also the long-term operations, maintenance, and replacement costs for the <br />stormwater reuse system. The estimates were then used to identify options for financing the overall <br />project. The total capital costs are estimated to be $522,000 which includes a 10% construction <br />contingency and 25% indirect costs. <br />On September 3, 2015, water quality tests were taken at the pond to be used for as an irrigation source. <br />Water quality parameters evaluated include turbidity, total suspended solids, E. coli, pH, chloride, zinc, <br />and copper. These parameters were determined based on MPCA recommendations for public health, <br />vegetation health, and irrigation system function. The samples were sent to a fixed -based laboratory. <br />Results are shown in the table below. <br />
