Otkin, Finance Director <br />DATE: For the Council Meeting of August 15, 2016 <br />RE: Fire Relief Association Bylaw Amendments <br />REQUESTED COUNCIL ACTION <br />Motion to ratify the bylaws of the Hugo Firefighter's Relief Association, as amended. <br />PRIMARY REASONS FOR AMENDING BYLAWS <br />On May 2, 2016, the City Council ratified the Relief Association's Board of Trustees request for a $100 <br />increase in their lump -sum pension benefit, bringing their pension benefit to $3,300 per year of service. <br />Thus, Article XIII, Section 3.3 of the bylaws needed to be amended to reflect the new benefit level. This <br />bylaw amendment was approved by the membership on June 28, 2016. The membership also approved a <br />number of other changes. Although most of the changes can be regarded as housekeeping items, some of <br />them are significant and are highlighted below. <br />Article IV, Section 4.6 — Breaks in Service <br />Any member returning from a break in service must remain in active service equal in time to the break in <br />service, up to a maximum of five years, in order to qualify for any pension increases having occurred during <br />this time. The new bylaws state that a break in service includes an approved leave of absence. <br />Article IV, Section 4.9 — Membership Requirements <br />For the purpose of receiving benefits from the Association, each member must be in good standing with the <br />fire department as defined by the City of Hugo Personnel Policy. References to the Hugo Fire Department <br />point system have been deleted. <br />Article VI, Section 6.1(4) — Elections <br />Ballots will no longer contain a blank line for the purpose of a write in candidate. <br />Article VI, Section 6.2 — Terms <br />The terms of the officers and general trustees have been extended to 3 years. Also, term limits have been <br />deleted. <br />
