MINUTES FOR THE HUGO CITY COUNCIL MEETING ON AUGUST 1, 2016 <br />Call to Order <br />Mayor Weidt called the meeting to order at 7:00 p.m. <br />PRESENT: Haas, Klein, Miron, Petryk, Weidt <br />ABSENT: None <br />ALSO PRESENT: City Administrator Bryan Bear, City Engineer Jay Kennedy, City Attorney <br />Dave Snyder, and City Clerk Michele Lindau <br />Approval of Minutes for the July 14, 2016 Forest Lake YMCA Open House <br />Klein made motion, Miron seconded, to approve the minutes for the YMCA Open House on July <br />14, 2016 as presented. <br />All Ayes. Motion carried. <br />Approval of Minutes for the July 18, 2016 City Council Meeting <br />Klein made motion, Petryk seconded, to approve the minutes for the July 18, 2016 City Council <br />minutes as presented. <br />All Ayes. Motion carried. <br />Approval of the Agenda <br />Weidt made motion, Miron seconded, to approve the agenda as amended by removing approval <br />of a resolution regarding the assessment for Dee Davis from the Consent Agenda. <br />All Ayes. Motion carried. <br />Victor Gardens Groundwater Project Update — Resident Tony Schwab <br />In 2010 a project was completed in the Victor Gardens neighborhood to address groundwater <br />that was affecting a number of residents following the construction of their homes. This project <br />was done under the guidance of resident Tony Schwab. The project involved a series of pipes <br />connecting 14 homes to a ten -inch pipe that diverted the water to the storm system. This was <br />partially funded through a grant from the Rice Creek Watershed District Storm Water <br />Remediation Program. Maintenance was recently performed on the system, and Schwab <br />provided Council with an update. <br />Tony Schwab, 14262 Garden Way North, explained he recently had water in his basement. <br />Investigation showed there was standing water in the ten -inch pipe that should have been draining <br />into the pond. It was found that the pipe was blocked by willows roots growing into the system, <br />and he showed a video of himself pulling several feet of roots from the pipe. There were no <br />willows growing there when the system was built, and he want Council to be aware of the <br />potential for this to happen. Tony said, other than that, the system had been working flawlessly. <br />
