Staff recommends that the City Council discuss the temporary family health <br />care dwelling ordinance and provide staff with comments. Because the new law alters the City's <br />level of zoning authority and the structures have the potential to change the character of the area, <br />staff recommends opting out of the temporary family health care dwelling ordinance. <br />J.2 Discussion on Concept Plan for Terre De L'eau <br />Excelsior Group, LLC, is requesting review and comments on a sketch plan for 296 residential <br />lots on 197.5 acres. The gross density of the project is 1.5 units per acre and the net density is <br />2.5. The Planning Commission and Parks Commission have reviewed and provided informal <br />comments to the developer at their meetings in June and July. Staff recommends the City <br />Council provide feedback to the applicant in the proposed Sketch Plan for the development. <br />L.1 Yellow Ribbon Network Update <br />Council Members Chuck Haas and Phil Klein will report to Council any updates on the City of <br />Hugo's Yellow Ribbon Network activities. <br />M.1 Schedule Grand Opening for McCollar Park <br />The Parks, Recreation, and Open Space Commission recommends that a Grand Opening of <br />McCollar Park be scheduled during the first part of September. At the meeting of May 2, 2016, <br />the City Council approved the purchase of play equipment in the amount of $70,000. This <br />included $50,000 from the special park fund and a $20,000 donation from the Fable Hill <br />Homeowners Association. The neighborhood residents and other stakeholders participated in <br />selecting the play equipment from St. Croix Recreation. The park property was acquired and <br />improved through park dedication with the Fable Hill Third and Fourth Additions. The park has <br />been named in honor of the former property owner whose family will be invited to attend the <br />Grand Opening in addition to area residents and stakeholders. <br />M.2 HBA Business Showcase and Networking Social Event on July 28, 2016 <br />The Hugo Business Association is hosting an annual networking event on July 28, 2016, at the <br />Gallivan Insurance Agency in White Bear Lake. The event begins at 4:00pm and will includes <br />games and food. <br />M.3 Schedule Neighborhood Meeting for 2017 Street Reconstruction Program <br />The project ranked by staff as priority one as the street reconstruction project for 2017 included <br />Homestead Avenue, 132"d Street, Homestead Drive, and 126th Street. The next step of the project <br />is to schedule a neighborhood meeting. <br />
