Agenda Number G.5 <br />CITE` OF HUGO COMMUNITY <br />DEVELOPMENT DEPARTMENT <br />Memorandum <br />TO: Bryan Bear, City Administrator <br />FROM: Rachel Juba, Planner <br />SUBJECT: Tax Forfeited Parcel <br />DATE: September 1, 2016 for the City Council meeting of September 19, 2016 <br />1. BACKGROUND: <br />Each year Washington County sends out a listing of tax forfeited parcels in the City. <br />As required by statute, the City must review and recommended one the following for each parcel: <br />• Approve for public auction, <br />Approve auction to adjacent property owners, or <br />• Request a conveyance for public use/public purpose or for conservation purposes. <br />The City has received information that 1 lot in the City is in tax forfeiture. <br />• 1 Outlot in Oneka Lake View development <br />2. ANALYSIS: <br />Oneka Lake View — Outlot B <br />The outlot within Oneka Lake View went into tax forfeiture this year. The previous owner failed <br />to pay the property taxes. After reviewing the subdivision files from 1998, it seems the area was <br />platted as an outlot because it was mostly wetlands and likely undevelopable. <br />The property would need to be purchased because it does not fall under the "authorized public <br />use" definition in the State Statute to allow conveyance free of charge. The City can acquire the <br />property for conservation purposes, in this case it would fall under preservation of a wetland. The <br />City is able to purchase the property for less than the estimated market value ($33,100) in the <br />amount of $500 for conservation purposes. <br />
