Kelly Minor Subdivision & Variance <br />Gradan� <br />A grading plan will have to be submitted to the City prior to the issuance of a building permit for <br />the proposed 15 acre parcel. The applicant shall demonstrate that the building site will comply <br />with the City's regulations regarding building elevation related to groundwater and floodplain. <br />The applicant is showing the lowest floor elevation, on the survey, and it will be verified at the <br />issuance of a building permit. <br />Streets and Access <br />The proposed parcels have access to 170'' Street North. Although there is an existing driveway <br />to the proposed 5 acre parcel, a driveway is required by the Washington County prior to the <br />issuance of a building permit on the 15 acre parcel. The applicant received an access permit from <br />Washington County for the driveway for the 15 parcel. <br />Park Dedication and Open Space <br />Park dedication is required of all land subdivided for residential purposes. The applicant will not <br />be dedicating parkland with this project, and would therefore be responsible for the parkland <br />dedication fee, currently set at $2,400 per lot. The applicant is only responsible to pay for the <br />creation of one lot prior to the recording of the minor subdivision. <br />6. STAFF RECOMMENDATION: <br />It's in staff s opinion that the request meets all the items required for a minor subdivision and <br />variance. <br />Staff recommends approval of the minor subdivision and variance subject to the conditions listed <br />in the attached draft resolution to the Planning Commission. <br />7. PLANNING COMMISSION RECOMMENDATION: <br />The Planning Commission agreed the request met the necessary criteria to approve the minor <br />subdivision and variance and unanimously recommended approval to the City Council. <br />ATTACHMENTS: <br />1.
