Agenda Number G.5 <br />CITY OF' HUGO COMMUNITY <br />DEVELOPMENT DEPARTMENT <br />PLANNING AND ZONING <br />APPLICATION STAFF REPORT .. <br />TO: Bryan Bear, City Administrator <br />FROM: Rachel Juba, Planner <br />SUBJECT; Bald Eagle Sportsman Association (BESA) - Special Use Permit <br />Amendment to allow the construction of a 1,008 square foot addition to a <br />garage. <br />DATE: September 28, 2016 for the City Council Meeting of <br />October 3, 2016 <br />ZONING: Rural Residential (RR) <br />REVIEW DEADLINE: October 7, 2016 <br />1. PLANNING COMMISSION UPDATE: <br />At its September 22, 2016, meeting the Planning Commission held a public hearing and <br />considered the request. Staff recommended approval of the special use permit amendment and <br />review. David Arcand, a representative from BESA was present at the meeting and stated they <br />are trying to make the appearance of the gun club better by removing the storage containers and <br />adding on to an existing garage. There was one person that spoke during the public hearing as a <br />representative of the property owners to the west. He had concerns about people being directed, <br />by their G.P.S. system, to the property to the west when they were trying to get to the gun club. <br />He also stated that the addition seems like a growth plan for the gun club and he is against that. <br />Mr. Arcand stated that he would be willing to work with City staff to see if there was a way to <br />add direction signage for the gun club and that they will also look into adding evergreen trees <br />along the property line adjacent to the garage. <br />The Planning Commission agreed that the application met the requirements necessary to approve <br />the SUP amendment and review. They unanimously recommended approval of the request to the <br />City Council. <br />
