Agenda Number: <br />G. <br />CITY OF HUGO <br />BUILDING DEPARTMENT <br />Staff Report <br />TO: Bryan Bear, City Administrator <br />FROM: Chuck Preisler, Building Official <br />SUBJECT: 1291x' Street Sewer and Water Connection Update <br />DATE: October 7, 2016 for the City Council meeting of October 17, 2016 <br />1. BACKGROUND: <br />At the meeting of November 16, 2009, the City Council discussed connections to the City <br />sanitary sewer system on 129a' Street. Staff had sent letters to property owners, notifying <br />them of changes to fees for the connections and reminding them that the one-year time <br />period allowed for connection to the City's sanitary sewer system had lapsed. Residents <br />along 129b Street were required to connect within 1 year of availability, which was <br />December 31, 2009. <br />City Engineer Jay Kennedy presented options for how the City could manage these <br />situations. The Mayor cautioned that a change in policy could negatively affect the <br />City's utility fund. A motion was made and carried to work with the individual property <br />owners to connect to sewer, evaluate extension requests on a case-by-case basis, and <br />bring back to the Council any additional requests for extensions. <br />2. SEWER CONNECTION UPDATE: <br />City Staff continued to coordinate extensions with the property owners and Washington <br />County Public Health and Environment Department. Washington County requests <br />documentation every three years on the condition of the in ground sewage treatment <br />system of each resident in the County. In the case of a holding tank, they would require <br />regular pumping and inspection. It was requested that residents provide the City of Hugo <br />documentation from a State Licensed Sewage Treatment Contractor as to the condition of <br />their system and request in writing an extension of the requirement to connect to the City <br />sanitary sewer system. <br />3.
