Hugo City Council Meeting Minutes for November 21, 2016 <br />Page 2 of 5 <br />the importance of the project. They thanked Angie Hong from the Washington County <br />Conservation District who supplied the flyers and stencils, and The Citizen Editor Debra <br />Neutkens who wrote an article about it in the November 10, 2016 edition. They hoped by doing <br />the project they raised awareness in the community. The Scouts thanked staff and the Council <br />for their support. <br />Update on Hugo Snowmobile Trails and Approval of Trail Applications for the <br />Washington County Star Trail Association Hugo Chapter and the Rice Creek Trail <br />Association <br />Each year, the Washington County Star Trail Association and the Rice Creek Trail Association <br />submit their applications to the City for the purpose of providing public recreational snowmobile <br />trails during the winter. Both clubs had submitted their applications for 2016-2017 season and <br />requested Council approval. <br />Washington County Star Trail Association -Hugo Chapter President John Udstuen provided an <br />update on recent changes and improvements to the snowmobile trails in Hugo. He explained the <br />club changed its name from the Hugo Snowmobile Club to the Washington County Star Trail <br />Association Hugo Chapter for the purpose of insurance. They are one of 12 chapters in the <br />association. The club maintains the Hardwood Creek Trail through Hugo to the City of <br />Wyoming border. They have worked with the Washington County Parks Commission to clean <br />up the corridor. The Club will be grooming three times a week instead of two, and they have <br />increased the zone for reduced speed along the corridor. The club was happy to announce they <br />are purchasing a new groomer through a federal grant, and will continue to groom the cross <br />country ski trails at the park on Irish Avenue. <br />Miron made motion, Klein seconded, to approve the 2016-2017 trail applications for the <br />Washington County Star Trail Association Hugo Chapter and the Rice Creek Trail Association. <br />All Ayes. Motion carried. <br />Introduction of New Washington County Deputy <br />Washington County Deputy Mike Petrey had been promoted to Sergeant and Scott Zitloff moved <br />to the Water, Parks and Trails Division. Deputy David Sawacke and Deputy Josh Liebenow <br />replaced Mike and Scott. Sergeant Wayne Johnson introduced Deputy Dave Sawacke to the <br />Council. <br />Sawacke explained he had worked at Regions Hospital, and has been with Washington County <br />since May 2014. David will be working the second shift in Hugo. The Council thanked him for <br />attending the meeting and welcomed him to the City. <br />Recognition of WSB City Engineer Jay Kennedy <br />As Council was aware, WSB City Engineer Jay Kennedy was leaving Minnesota and opening a <br />WSB Engineering branch in Austin, TX. Jay had been with the City of Hugo since 2003 <br />providing engineering services and guiding the City of Hugo in many projects. <br />
