Hugo City Council Meeting Minutes for November 21, 2016 <br />Page 4 of 5 <br />Approve Reduction in the Letter of Credit for Meridian Land Company LLC, Fox <br />Meadows Phase 2 Development <br />Meridian Land Company had requested the City reduce their letter of credit for the Fox <br />Meadows Phase 2 Development. Senior Engineering Technician Steve Duff had inspected the <br />work and recommended the reduction of the letter of credit being held for the constructed <br />improvements be reduced to $43,961.20 from the original letter of credit amount of $439,612.00. <br />Adoption of the Consent Agenda approved the reduction in the Letter of Credit for Meridian <br />Lank Company for the Fox Meadows Phase 2 Development. <br />Approve Hiring of Trevor LeGros as Probationary Firefighter <br />Trevor LeGros had completed most of the required steps in the Hugo Fire Department hiring <br />process. Trevor is a seasonal worker and available to respond to daytime calls in the cold <br />weather months. Adoption of the Consent Agenda approved the hiring of Trevor as a <br />probationary firefighter pending the successful completion of his medical evaluation results. <br />Approve Promotion of Probationary Firefighters Tom Kaspszak and Ryan Nadeau to <br />Firefighter Status <br />Tom Kaspszak and Ryan Nadeau had completed their probation period with the Hugo Fire <br />Department. Adoption of the Consent Agenda approved their promotion to Firefighter Status. <br />Approve Extension of Probationary Status for Firefighter Denise Jones <br />At its December 1, 2014 meeting, Council approved the hiring of Denise Jones as a probationary <br />firefighter. Denise was still working on the necessary requirements to become a regular <br />firefighter. Adoption of the Consent Agenda approved the extension of Denise's probation for <br />another six months. <br />Update on Water Conservation Rebate Program <br />In 2013, Council began discussions on water conservation in Hugo which included offering a <br />rebate program to residents for implementing water conservation improvements in their homes. <br />In January 2016, a rebate program was implemented. The City had received a grant for $9,000 <br />from Washington County and $36,000 from the Metropolitan Council Clean Water Fund that <br />was put toward rebates to residents for replacing toilets, washing machines, and irrigation <br />controllers with water efficient models. <br />Community Development Assistant Rachel Leitz explained to Council the City had allocated all <br />the funds for the rebate program. In total, 36 toilets, 28 washing machines, and 10 irrigation <br />controllers have been replaced. In addition, nine irrigation controllers were replaced on <br />properties owned by HOAs serving many residents. <br />The Council talked about how the program had opened up conversations on water conservation <br />and water reuse projects, and the City is being recognized state wide in its conservation efforts. <br />The Council was happy to see the funds were used and hoped the program would continue next <br />year. <br />
