Hugunin shared findings from the Metropolitan Council's Rural Issues
Workshops held last year, which he chaired and which dealt with many of the same issues facing the meetings of the
Committee. Hobbs is an expert in transfer of development rights programs, one of the growth manage-
ment tools under consideration by the Committee, and he helped Committee members consider the vari- open spcae
ous issues and details that such a program would entail.
Other topics discussed included the use of deed restrictions and the financial consequences of develop-
committee.
ment in rural areas. At their next meeting in April the Committee hopes to look at land classification—
using maps and other information to get an idea of which areas are worthy of preservation. Haas also reminds us that the Committee is basing
their work on a 30-year historical commitment to rural and open space preservation in Hugo. He adds,
"The citizens of Hugo continue to re-affirm that mandate."
The public is welcome to attend all meetings of the committee.
