Despite the fact that the City Council is committed to maintaining the rural integrity of the community,we will be
experiencing much change in the years to come. We are taking this opportunity to seek input from residents regarding both
economic needs and land-use needs of the community. In the months to come, the City Council will be discussing community
priorities, setting a budget for 1992,and addressing changes in the City's long-range,comprehensive plan.Prior to making these
decisions, public hearings will be held and community input will be sought.Since we are anticipating limited participation in the
community through the public hearing process,we are submitting this questionnaire to secure input from all Hugo residents. This
,uestionnaire should take about 20 minutes of your time to complete. We are requesting that upon completion, the questionnaire
returned to City Hall by mail,or placed in the City Hall drop box near the front entrance to the building. Your opinions are
important to us as we would like to keep the community moving in the direction that is consistent with the wishes and desires of
its residents. Not only is the City being faced with accelerated growth, but we have lost virtually all of our financial aids from the
State of Minnesota, and are being subject to very restrictive tax-levy limits that limit our ability to increase service levels to the
general public. If you do not have time to attend the upcoming public hearings on the budget and land-use issues, please take a
few minutes of yourtime to complete this questionnaire and return it to City Hall by July 24,199 1.We thank you for your assistance
and cooperation regarding this matter, and look forward to hearing from you shortly.
COMMUNITY DEVELOPMENT QUESTIONNAIRE
1.
