----------------------- <br /> City of City .Mall Newsletter <br /> City of Hugo, 5524 Upper 146th Street North, Hugo, MN 55038 • 429-6676 July 1991 <br /> ..:..................................... ..:..:.•n..:..........•..............•........•............... ..:.:............:..n..•............::............ :•:vY <br /> Council asks for Citizen Input <br /> Each resident of the City of Hugo has an investment in its future.This investment includes homes,property,employment, <br /> businesses,and time and effort toward providing suitable living conditions.The current planning program for the City is designed <br /> to help protect this investment and to guide future development along lines that will help assure a sound future living environment. <br /> Population growth in the community and other development has resulted in a new and sharper awareness of the community <br /> environment.This awareness includes concern over quality and rate of new development,the ultimate desired population of the <br /> community,the need for rural area,and other environmental preservation needs.The City is at a crossroad in its development stages <br /> as the community heads more toward low density,large lot development,as opposed to the agrarian activities of the past.As the <br /> suburbs continue to move closer to our corporate limits, we will experience the impact of that growth outside and within the <br /> community. Despite the fact that the City Council is committed to maintaining the rural integrity of the community,we will be <br /> experiencing much change in the years to come. We are taking this opportunity to seek input from residents regarding both <br /> economic needs and land-use needs of the community. In the months to come,the City Council will be discussing community <br /> priorities,setting a budget for 1992,and addressing changes in the City's long-range,comprehensive plan.Prior to making these <br /> decisions,public hearings will be held and community input will be sought.Since we are anticipating limited participation in the <br /> community through the public hearing process,we are submitting this questionnaire to secure input from all Hugo residents.This <br /> ,uestionnaire should take about 20 minutes of your time to complete.We are requesting that upon completion,the questionnaire <br /> returned to City Hall by mail,or placed in the City Hall drop box near the front entrance to the building. Your opinions are <br /> important to us as we would like to keep the community moving in the direction that is consistent with the wishes and desires of <br /> its residents.Not only is the City being faced with accelerated growth,but we have lost virtually all of our financial aids from the <br /> State of Minnesota,and are being subject to very restrictive tax-levy limits that limit our ability to increase service levels to the <br /> general public. If you do not have time to attend the upcoming public hearings on the budget and land-use issues,please take a <br /> few minutes of yourtime to complete this questionnaire and return it to City Hall by July 24,199 1.We thank you for your assistance <br /> and cooperation regarding this matter, and look forward to hearing from you shortly. <br /> COMMUNITY DEVELOPMENT QUESTIONNAIRE <br /> 1.
