BACKGROUND: <br />The Planning Commission and City Council reviewed a concept plan for the proposed residential <br />development, previously known as Terre De Leau, consisting of 324 housing units on <br />approximately 217 acres of land. The concept plan included property north of 130th Street and <br />east of Highway 61. Both the Planning Commission and City Council provided comments to the <br />developer, which will presumably be incorporated to the plan. The developer has submitted <br />applications for preliminary plat and PUD approval, but the application is incomplete for review. <br />Staff expects the developer to submit all required items to make the application complete for <br />review soon. <br />The developer has been working with City staff to prepare an EAW for the development. The <br />proposed project is large enough to trigger the mandatory EAW requirement by State Statute. An <br />EAW is a document that analyzes at a preliminary level the effects for the development on the <br />environment in regards to land use, geology, water resources, wildlife, air, noise, and <br />transportation. If it is deemed by the City, due to comments and concerns about the impacts to <br />the environment, an Environmental Impact Statement (EIS) can be required by the City Council <br />before the project can proceed. An EIS is a more in depth analysis of the property and the <br />impacts to it. <br />2. EAW PROCESS: <br />An EAW has been prepared and is complete to be sent out for public comment. The first step for <br />the City Council to authorize staff to distribute the EAW for public comment. There is a 30 -day <br />comment period. During that period, the EAW will be sent out to a number of Federal, State, and <br />regional agencies. The agencies will comment on specific items that should be considered when <br />
