&.q <br />To: Hugo City Council <br />From: City Clerk Michele Lindau <br />Date: May 10, 2016 for Council Meeting on May 16, 2016 <br />Re: MS150 Bike Ride through Hugo <br />1. BACKGROUND: <br />Memorandum <br />The MS Society has applied for a Special Event Permit for their annual bike event. This <br />requires a permit because there will be approximately 4,000 riders, and trails and streets <br />in Hugo will be used. <br />2. DESCRIPTION OF EVENT: <br />The MS 150 is a fundraising event for the National Multiple Sclerosis Society. This <br />event is a two-day ride from Duluth to White Bear Lake. The second day of the event, <br />riders will be traveling through Hugo on the Hardwood Creek Trail and the shoulder of <br />TH61. There are planned rest stops along the route, but none will be in Hugo. Riders are <br />expected to be on the route through Hugo between 10:30 a.m. and 4 p.m. <br />3. REQUIREMENTS: <br />The applicant has provided the City the completed application, permit fee, hold harmless <br />agreement, and insurance naming the City as additionally insured. In addition, the City <br />has received copies of the approved permits from Washington County for the use of the <br />Hardwood Creek Trail and from MnDOT for the use of the shoulder on TH61. Staff <br />finds no additional requirements need to be met. <br />CONCLUSION/RECOMMENDATION: <br />For many years, the MS 150 has posed no threat to the health, safety, and welfare of the <br />residents of Hugo or its visitors. Staff recommends Council approve the Special Event <br />Permit for the MS 150 bike ride on Sunday, June 12, 2016. <br />
