BACKGROUND: <br />Memorandum <br />The MS Society has applied for a Special Event Permit for their annual bike event. This <br />requires a permit because there will be between 3,500-4,000 riders, and trails and streets <br />in Hugo will be used. <br />2. DESCRIPTION OF EVENT: <br />The MS150 is a fundraising event for the National Multiple Sclerosis Society. This <br />event is a two-day ride from Duluth to White Bear Lake. The second day of the event, <br />riders will be traveling through Hugo on the Hardwood Creek Trail and the shoulder of <br />TH61. There are planned rest stops along the route, but none will be in Hugo. Riders are <br />expected to be on the route through Hugo between 10:30 a.m. and 4 p.m. MS150 has <br />contacted the Hugo Fire Department who will be helping with first aid at the Bald Eagle <br />Lake rest stop, and the Washington County Sheriff's Office has been notified. <br />3. REQUIREMENTS: <br />The applicant has provided the City the completed application, permit fee, hold harmless <br />agreement, and insurance naming the City as additionally insured. In addition, prior to the <br />event the applicant will provide the city copies of the approved permit from Washington <br />County for the use of the Hardwood Creek Trail and from MnDOT for the use of the <br />shoulder on TH61. <br />4. CONCLUSION/RECOMMENDATION: <br />For many years, the MS 150 event has passed through Hugo and posed no threat to the <br />health, safety, and welfare of the residents or visitors. Staff recommends Council <br />approve the Special Event Permit as outlined above. <br />
