Consequently, the project is not expected to result in a regionally <br />significant decline in wildlife abundance or species diversity. Measures expected to provide <br />additional habitat for wildlife and help mitigate adverse effects include the preservation of <br />approximately 55 acres of wetland area, avoidance or native plant communities, and the creation of a <br />17.4-acre community park. In addition, Project development will maintain connections between <br />existing wetlands and woodlands through buffers and landscaped areas. Such efforts will reduce <br />habitat fragmentation and allow for wildlife movement on the property and from adjacent, off -site <br />resource areas. The increased acreage of large ponds within the Project area may also increase <br />habitat availability and suitability for trumpeter swans. <br />The project proposer understands that the introduction and spread of invasive weed species from <br />project construction and operation requires consideration. While there is the opportunity for invasive <br />weed species to be introduced during project construction, it is unlikely that these species would <br />persist in a meaningful way following construction. The Adelaide Landing project will be fully <br />landscaped with turf grass and landscape trees and shrubs per a city -approved landscaping plan. <br />Consequently, large areas of exposed soils where invasive weed species might appear is not <br />anticipated, or expected. If present, large areas of invasive species will be controlled by the <br />applicant in accordance with local and state invasive and noxious weed regulations. <br />14. Historic properties <br />Describe any historic structures, archeological sites, and/or traditional cultural properties on or in close <br />proximity to the site. Include: 1) historic designations, 2) known artifact areas, and 3) architectural <br />features. Attach letter received from the State Historic Preservation Office (SHPO). Discuss any <br />anticipated effects to historic properties during project construction and operation. Identify measures <br />that will be taken to avoid, minimize, or mitigate adverse effects to historic properties. <br />A database search request was made to the Minnesota State Historic Preservation Office (SHPO) <br />who conducted a search of the Minnesota Archaeological Inventory and Historic Structure Inventory <br />for the project area (Appendix D). Based on their review, no previously recorded archaeological <br />sites, historic structures, or traditional cultural properties were identified in the database for the <br />project area or immediately adjacent to the project area. Four archaeological sites and 64 inventoried <br />architectural/historic resources were identified within the City of Hugo between 0.25 mile and one <br />mile north and northwest of the project area. Two of the inventoried architectural/historic resources <br />(Lake Superior and Mississippi Railroad Corridor: Lower St. Croix Segment and St. John the Baptist <br />Church and Cemetery) have been evaluated as eligible for the National Register of Historic Places. <br />In addition, five archaeological "alpha" sites are located within one mile of the project area. Alpha <br />sites are sites that have been reported by a landowner or identified through historic documentation, <br />but have not been officially recorded by an archaeologist. None of the archaeological sites or <br />architectural/historic resources will be impacted by the proposed project. Background research was <br />also conducted at the MN SHPO and the MN Office of the State Archaeologist. No other previously <br />recorded archaeological sites or historic properties were identified at, or immediately adjacent to, the <br />project area. <br />A farmstead property is located in the southeast portion of the site that dates back to 1890. This <br />property was not identified in the Minnesota Historic Structure Inventory for the project area, and its <br />listing eligibility is currently unknown. A request for the farmstead to be inventoried would need to <br />be made, along with a preliminary assessment of its eligibility for the National Register of Historic <br />28 <br />
