A <br />WSB <br />— 477 Temperance Street I St. Paul, MN 55101 1 (651) 286-8450 <br />Memorandum <br />To: Honorable Mayor Weidt and Members of the Hugo City Council <br />CC: Rachel Juba, City of Hugo <br />From: Tony Havranek, WSB <br />Date: April 13, 2017 <br />Re: Adelaide Landing - <br />Wetland Conservation Act Notice of Decision for Wetland Replacement <br />City Project No. 17.2 <br />WSB Project No. 03288-04 <br />Westwood Professional Services submitted a wetland replacement application for wetland impacts <br />associated with the development of the Adelaide Landing Housing Project, on behalf of OP5 Adelaide, <br />LLC on February 17, 2017. The purpose of this memo is to provide information on the proposed impacts, <br />the applicant's adherence to MN Wetland Conservation Act requirements, information on the proposed <br />replacement, and recommendations. <br />The applicant is proposing to impact two separate wetlands in seven separate sites throughout the project <br />area, totaling 1.32 acres. The impacted wetlands are of relatively low quality as a functional assessment <br />shows that they are composed of invasive reed canary grass and offer little wildlife habitat, minimal <br />aesthetics, and low vegetative diversity. <br />A review of the application and supporting documents show that the applicant has adhered to the MN <br />Wetland Conservation Act requirements for avoiding, minimizing, and replacing wetland impacts. <br />The applicant is proposing to replace wetland impacts within the Adelaide Landing Housing Development, <br />with wetland credits from an approved bank in Stearns County at a ratio of 2:1, as there are no longer <br />credits available for purchase in Washington County.
