March 201h 2017 <br />To: Hugo City Council <br />I am requesting a formal and timely response to the new development known as Adelaide Landing. <br />As a resident on Country Ponds in Hugo, MN. I am worried about 3 items. <br />First. My property boarders the FEMA floodplain Area. The city acquired property from our developer <br />in 1994 so that our development/homes would have proper drainage. All drainage for Country Ponds <br />mainly goes East and Southeast (City of Hugo Property # 163-2903121320005). This land area has been <br />given a Delineation survey and has been included in this new development. How will I be reassured that <br />I /WE are safe from flooded basements? If and or when our home/s will need sump pumps. Who will <br />pay for this? Will we need an Elevation Drainage Certificate required for flood insurance and Who will <br />pay for these yearly extra expenses that I have never had to be concerned about in over 23 years? I was <br />told by The Excelsior Group Rep. Deb Ridgeway last week that changes are coming in regards to <br />drainage areas. But, that My development is not their concern. They are using our secured, by the city, <br />drainage property for their development! <br />Second. The safety concerns of Hwy 61. The Intersections of 134th and 1371". Connecting 137th street <br />to this new development of Adelaide Landing. I know Our small neighborhood will feel this change. The <br />traffic demand on us will be felt with people trying to short cut even more than they currently are. How <br />will our City protect us during the peak times so we are safe? When will Hwy 61 be improved and what <br />is the City of Hugo doing to insure funding is found to get the job done before we lose a life. <br />Third. I have not seen any attempt to connect Country Ponds to the Trail and Park system of Adelaide <br />Landing. We only get the traffic? Our families should at least get some Benefits and Safety measures so <br />our families can get to the trail system that will be behind us. My potential new neighbor behind me will <br />have adequate sidewalks to use the new park system. While I must walk in the street up and around or <br />down Hwy 61 to get to it? <br />I look forward to The Cities response to our community in insuring our concerns are addressed and <br />considered as this moves forward. <br />Sincerely, <br />Desiree' and J.
