A <br />WVB <br />— 701 Xenia Avenue South I Suite 3001 Minneapolis, MN 55416 1 (763) 541-4800 <br />Memorandum <br />To: Review Agencies and Commenters <br />From: Andi Moffatt <br />Date: April 12, 2017 <br />Re: Adelaide Landing EAW— Response to Comments <br />WSB Project No. 3288-040 <br />Outlined below, please find responses to comments received during the comment period for the <br />Adelaide Landing Environmental Assessment Worksheet (EAW). The comment period for the EAW <br />ended March 29, 2017. During the comment period, comments were received from the Metropolitan <br />Council (MC), the Minnesota Department of Natural Resources (MnDNR), the Minnesota Pollution <br />Control Agency (MPCA), the Minnesota State Historic Preservation Office (SHPO), Minnesota <br />Department of Transportation (MnDOT), Mr. Dan Sittler, and Jerome, Stella and Teo Bosc. Additional <br />comments were received during the public hearing portion of the March 23, 2017 Planning Commission <br />meeting. <br />1. Metropolitan Council (MC) <br />Comment 1: <br />Item 9.a.ii — Plans (Raya Esrraaedi, 651-602-1616) <br />The EAW indicates, in the Land Use section, that the net density of the proposed development is <br />2.4 units per acre. While the density is consistent with the land use guiding, the details of this <br />calculation are unclear. The Council will confirm and adjust the calculation, when the approved <br />plat is submitted as part of the Plat Monitoring Program. <br />Response: The developer has provided a buildable calculation worksheet for the development. <br />This will be provided to the Metropolitan Council as part of the Plat Monitoring Program. <br />Comment 2: <br />Item 9.a.ii — Plans (Raya Eswaeili, 651-602-16.16) <br />The EAW indicates that the I Ingo Comprehensive Plan must address local issues and be <br />consistent with the 2030 Regional Development Framework as a developing community. While <br />the development and adoption of the City's 2030 Comprehensive Plan occurred in accordance <br />with the 2030 Regional Development Frameimrk, any land use and plan changes need to also be <br />consistent with the current regional development guide, Thrive MSP 2940 and I-lugo's <br />designation as Diversified Dural and Emerging SubUrban Edge. <br />Response: During the planning process staff will review the development in accordance with <br />the current regional development guide, Thrive MSP 2040, and Hugo's designations as outlined <br />within the documents. <br />Building a legacy — your legacy. <br />Equal Opportunity Employer I wsbeng.com <br />K:\03288-040\Admix\Dots\EAW\EAW Responses to Comments 041217.docx <br />
