MINUTES FOR THE CITY COUNCIL MEETING ON MONDAY, APRIL 3, 2017 <br />Call to Order <br />Mayor Weidt called the meeting to order at 7:00 p.m. <br />PRESENT: Haas, Klein, Miron, Petryk, Weidt <br />ABSENT: None <br />ALSO PRESENT: City Administrator Bryan Bear, City Attorney Dave Snyder, City Engineer <br />Mark Erichson, and City Clerk Michele Lindau <br />Minutes for the March 20, 2017 City Council Meeting <br />Klein made motion, Miron seconded, to approve the minutes for the March 20, 2017 City <br />Council meeting as presented. <br />All Ayes. Motion carried. <br />Approval of the Agenda <br />Weidt made motion, Klein seconded, to approve the agenda as presented. <br />Northeast Youth & Family Services Annual Report -President and CEO Jerry Hromatka <br />The City of Hugo is in partnership with NYFS for mental health and social services serving <br />people of all ages, abilities and backgrounds. NYFS President and CEO Jerry Hromatka was <br />present to provide Council the annual report for 2016. Jerry informed Council that the NYFS is <br />celebrating their 40th anniversary. During their first year, NYFS served 100 people, and they are <br />now serving 4,000 youth, adults, and families. Jerry stated that partnerships and innovation has <br />been the key to their success. He provided a breakdown of their 3.2 million budget, which <br />showed the majority of it is spent on programing. The majority of their revenue now comes in <br />fees and less from contracts. All Hugo residents are assured services, though they are asked to <br />pay something. In 2016, there were 46 Hugo families served. The City's contract is for $ 6,000, <br />and they were able to provide $26,000 of contracted services to those families. He invited the <br />Council to attend their leadership lunch on May 3 and Mayor's challenge Golf Tournament June <br />12, 2017. <br />Update on Lake Links Trail — Mike Brooks <br />Mike Brooks and Steve Wolgamot provided an update from the Lake Links Association. It was <br />explained that the Lake Links Association is a new coalition of Washington and Ramsey County <br />residents and decision makers who are coming together to complete a route for safe walking and <br />biking around White Bear Lake. Steve explained they are looking for right-of-way and working <br />with other communities in gaining resolutions of support for preliminary engineering funding. <br />There are bills in both the Senate and in the House and they believe they can get funding to <br />complete the trail. Mike talked about the packet of information presented to the Council, which <br />reflected comments from other meetings that showed support for the trail. They requested the <br />Council approve the resolution supporting the Lake Links Trail Network. <br />
