The following information was received for <br />review: <br />■ Preliminary Civil Plans, prepared by Advanced Engineering Concepts, dated May 2017 <br />■ Storm Water Management Plan, dated March 16, 2017 <br />■ Floodplain Memo, dated February 23, 2017 <br />■ Geotechnical Report, prepared by Interstate Geotechnical Engineering, Inc, dated April 4, 2017 <br />■ Proposed easement documents <br />Staff has had ongoing review since January of 2017 and had provided comments to the applicant and <br />their engineer. Based on the review of the final plans, we offer the following comments: <br />General <br />1. The applicant has shown easements granting the additional 39 -ft of ROW along TH 61 for future <br />expansion purposes. The applicant is also providing drainage and utility easements over the <br />existing sanitary sewer that extends along the eastern edge of the property, wetlands, and <br />ponding areas. Staff has provided comments on these documents and will work with the <br />applicant to finalize the easements. <br />2. Stormwater requirements have been met. <br />3. The FEMA flood elevation is 930.0 while the modeled RCWD flood elevation is 926.4 for the <br />adjacent ditch. The applicant has proposed low floor openings of 932.00, providing for a 2 -ft <br />freeboard to the FEMA floodplain. RCWD's rules require low openings of buildings to be 2 -ft <br />above the FEMA Floodplain, while Hugo typically requires a 3 -ft separation. Since there is such a <br />large discrepancy in Flood Elevations and due to various sight constraints, a two -foot separation <br />as requested is acceptable. <br />4. The applicant has some alterations to the floodplain that do not alter the elevation of the flood <br />elevation. The applicant will be submitting a letter of Map Amendment (LOMA) seeking approval <br />from the DNR and FEMA and will be required to follow their processes and procedures. <br />5. Stormwater Trunk Area Charges apply to the buildable portion of the site which in this case <br />excludes the 39 -ft ROW being granted, wetlands, and area encompassed by our existing sanitary <br />sewer.
