EXHIBIT A <br />NOTICE OF PUBLIC HEARING ON A PROPOSAL <br />FOR THE ISSUANCE OF REVENUE BONDS <br />FOR THE MINNESOTA AUTISM CENTER PROJECT <br />Notice is hereby given that the City Council of the City of Hugo, Minnesota (the "City") <br />will meet at the City Hall, 14669 Fitzgerald Avenue North, Hugo, Minnesota, on Wednesday, <br />July 5, 2017, at 5:00 P.M., to consider the proposal of Autism Opportunities Foundation, a <br />Minnesota nonprofit corporation having federal income tax-exempt 501(c)(3) status, d/b/a <br />Minnesota Autism Center (the "Borrower"), that the City assist in financing a project hereinafter <br />described pursuant to Minnesota Statutes, Sections 469.152 to 469.165, as amended, by the <br />issuance of revenue bonds, in one or more series (the 'Bonds"). <br />The "Project" consists of (i) financing the acquisition, construction, and equipping of an <br />intensive therapy center for children and adults ages 10 to 21 diagnosed with autism spectrum <br />disorder ("ASD"), consisting of a one-story building of approximately 19,378 square feet with <br />classrooms, a playground area, lunch room, gym, therapy room, art room, computer lab, <br />conference rooms, administrative space, and parking lot (the "Therapy Facility") to be located at <br />2100 Silver Bell Road in the City of Eagan, Minnesota (the "Therapy Project"), and <br />(ii) amending certain terms of the bonds that were issued by the City in 2015 (the "2015 Bonds") <br />which were used to finance the acquisition, construction, and equipping of an approximately <br />48,332 square foot two-story school building, which serves primarily high school students with <br />ASD, and includes a reception area, approximately 14 classrooms, 11 therapy/breakout rooms, 5 <br />office/conference rooms, a library, an arcade, a lunch room, and a gymnasium, and also includes <br />a soccer field and a parking lot all located at the southwest corner of Silver Bell Road and <br />Tesseract Place in the City of Eagan (the 'Existing Project" and, together with the Therapy <br />Project, the "Project"). The Project will be owned, operated, and managed by the Borrower. <br />The estimated maximum principal amount of the Bonds to be issued to finance the <br />Therapy Project is $5,100,000. <br />The Bonds, if and when issued, will not constitute a charge, lien or encumbrance upon <br />any property of the City or of the City of Eagan, and such obligations will not be a charge against <br />the general credit or taxing powers of the City or of the City of Eagan but will be payable from <br />sums to be paid by the Borrower pursuant to a revenue agreement. <br />A draft copy of the proposed application to the Commissioner of the Department of <br />Employment and Economic Development, State of Minnesota, for approval of the Project, <br />together with all attachments and exhibits thereto, is available for public inspection during <br />normal business hours, Monday through Friday, at the City Hall in the City. <br />At the time and place fixed for the Public Hearing, the City Council will give all persons <br />who appear at the hearing an opportunity to express their views with respect to the proposal. <br />Written comments will be considered if submitted at the above City office on or before the date <br />of the public hearing. <br />A-1 <br />8340838v1 <br />
