Minutes <br /> Meeting of March 22, 2017 Hugo City Hall <br /> Present: Rachel Berger, Cathy Moore-Arcand, Mat Rauschendorfer, Nicole Schmid, Dave Strub, Ranell <br /> Tennyson <br /> Absent: John Pontrelli <br /> Staff Present: Scott Anderson, Public Works Director;Shayla Denaway, Parks Planner; Debi Close, Parks <br /> Secretary <br /> Strub called the meeting to order at 7:01 pm. <br /> 1. Approval of Minutes from January Meeting <br /> Tennyson made a motion, Schmid seconded to approve the minutes of the January 11, 2017 Parks <br /> Commission meeting as presented. <br /> All Aye. Motion carried. <br /> Cathy Moore—Arcand excused herself from the meeting with a family conflict of interest regarding Adelaide <br /> Landing. <br /> Denaway informed that the Excelsior Group submitted an application for the preliminary plat for Adelaide <br /> Landing. Their proposal included 7.8 acres of park land, 1.5 mile off road trails, landscaping the future park <br /> and a fee dedication of$1,128 per unit. <br /> Ben Schmidt, representing the Excelsior Group,was available to answer questions. Discussion included: <br /> costs of the park features, lot sizes and setbacks, storm water ponds/treatment/shared irrigation system, <br /> phasing of the park and trail construction with the development, and connectivity to other existing <br /> developments with trails and sidewalks. Excelsior Group is going to grade and landscape the 7.8 acres park <br /> including the open field area and the active park area. They are also constructing the 1.5 mile trail and <br /> boardwalk system according to city specifications. Schmidt agreed to additional continued discussion and <br /> working together where possible to make additional improvements to make it a neighborhood park. <br /> Rauschendorfer made a motion,Tennyson second to approve the Adelaide Landing park dedication proposal <br /> of 7.8 acres of park land and $1,128 per unit in fees. <br /> All Aye.
