f� <br /> N <br /> MINUTES OF THE BOARD OF ZONING ADJUSTMENTS <br /> April 22, 1987 - 7:OOPM <br /> City of Hugo Council Chambers <br /> A special meeting of the Hugo Board of Zoning Adjustments was called to order <br /> at the time and place above stated. <br /> PRESENT: Board Members, Potts, Henry, Olson, Administrator Huber, Deputy zoning <br /> Administrator LaBelle <br /> By mutual consent of the board Art Potts was selected as Chairman of the Board. <br /> The board unanimously consented to set a tentative meeting date for the fourth <br /> Wednesday of each month, 6:OOPM. Meetings to be held only if requested by peti- <br /> tioners. <br /> Chairman Potts stated that Mr. and Mrs. Gary Plantenberg have made application to <br /> the City of Hugo for a variance from Chapter 320-5, Subd. H-4 of the Municipal Code <br /> to allow for the construction of a 30' X 40' pole building between the principal <br /> building and the road. The city code required that no accessory building be con- <br /> structed between a principal building and the roadway. Property was generally <br /> described as the north 330' of the south 1980 ft. of Section 32, T31N, R21W, <br /> Washington County. Mr. Plantenberg stated that he owns approximately 10 acres <br /> and the reason he is requesting that the pole building be constructed between <br /> the house and the road is that his home fronts a northwesterly direction and if <br /> the building were placed even with or behind the house you would see the building <br /> if you looked out the front window. He also stated that there were a large num- <br /> ber of trees to the rear of his property that would have to be removed if he were <br /> to locate the pole barn behind the house. Mr. Potts stated that although there <br /> were several pine trees that might have to be removed there was adequate room to <br /> locate this building elsewhere on site without a variance. He stated that the <br /> request by Mr. Plantenberg did not appear to be a hardship but rather personal <br /> preference. Mr. Plantenberg stated that soil conditions west of his home were not <br /> really conducive to the construction of a building of this nature. The board then <br /> questioned why the soil conditions were good enough for the construction of the <br /> house but not for a pole barn. Board member Olson agreed with Mr. Potts that there <br /> were other locations on site where the building could be built without a variance <br /> and could not see a hardship in this case. Mr. Henry concurred with the assessment <br /> of the situation by Mr. Olson and Mr. Potts. Mr. Potts inquired as to whether or <br /> not the Plantenbergs were running a commercial business from their home in that <br /> there is an advertising sign in their front yard. Mr. Plantenberg stated that he <br /> has a sign in his front yard indicating that he has a construction business but <br /> there are no activities taking place on site that have to do with his business. <br /> The sign is for advertising purposes only. Mr. Potts inquired as to whether Mr. <br /> Plantenberg would reconsider his request and locate the barn in an alternate lo- <br /> cation on site. Mr. Plantenberg stated that he would prefer the building be lo- <br /> cated where it is originally proposed but if the request was denied he would <br /> look for an alternate location. After further discussion and in a motion by Board <br /> Member Potts, seconded by Board Member Olson Mr. Plantenberg's request for a var- <br /> iance was denied based on the fact that there were alternate locations on site <br /> where this building could be constructed without a variance. <br /> All members of the board voting aye. Motion was carried. <br /> Mr. Plantenberg stated that he would look into the possibility of locating the pole <br /> barn elsewhere on his site and would notify the city administrator's office whether <br />
