The meeting was called to order at 6:28 PM., <br /> PRESENT: Bob Olson , Bob Ellman , Debra Barnes <br /> Mr. Arnold Manke, David Slipka, and Robert Thiesen have made application <br /> to the City of Hugo for a variance to allow for the construction of a <br /> single family dwelling in at location where the lot is only 185' in width <br /> at the building setback line. The minimum lot width at the building <br /> setback line in an agricultural district is 300' . The structure in <br /> question would be located approximately 400' from the road . The property <br /> in question is located south of 165th St. and west of Fenway Ave. <br /> approximately 1000' , and is generally described as the NE 1/4 of the SE <br /> 1/4 of Section 7, T31N, R21W, Hugo, Minnesota (aka tax parcel <br /> #93007-2100. The site in question contains approximately 13.8 acres. <br /> Although the lot is approximately 685 ft. in width, at distance of over 600 <br /> ft. from 165th St. , the applicants have indicated that the site in <br /> question is not conducive to constructing at dwelling this far back from <br /> the road . Because of the large area of wetlands, they feel they will be <br /> limited to where they can locate a septic system and put accessory <br /> buildings on the site in the future. There is apparently an old <br /> foundation on the site at this time, and the applicants have indicated <br /> that it will be removed or demolished and covered up if this variance is <br /> granted . Percolation tests have been prepared to serve the proposed home <br /> location noted on the site plan . The proposed driveway will cross an <br /> identified ditch on site, as well as the road ditch on 165th St. Both <br /> crossings shall be permitted only if approved by the city engineer, <br /> utilizing the properly sized culverts installed in at manner acceptable to <br /> said engineer. <br /> Motion made by Ellman , seconded by Olson , to recommend approval of the <br /> variance request to allow for the construction of at single family <br /> residence in a building location where the lot width is 185' rather than <br /> the required 300' in an agricultural zoning district (Tax Parcel <br /> #930(Y7-2100) . <br /> All aye. Motion Carried . <br /> Barnes made motion , Ellman seconded , to adjourn at 6:43 PM. <br /> All aye.
