MINUTES OF THE BOARD OF ZONING ADJUSTMENTS
September 23, 1992
The meeting was called to order by Chairman Barnes.
PRESENT: Ellman , Mezzano, Barnes
Motion made by Mezano, seconded by Ellman to approve the Minutes of July
22, 1992 as amended .
All aye, motion carried .
Gordon and Lorraine Schoeller have applied to the City for a variance to
construct a 24' X 40' accessory building on their property located at 4996
120th St. No. , Hugo. The property is 3.29 acres in size and zoned SFE.
The proposed structure would be 960 sq . ft. and include allowable garage
and accessory storage areas. City ordinance requires that accessory
storage buildings be sided with materials similar to the principle
structure, which in this case is brick . It would be cost prohibitive to
construct at brick accessory structure. The proposed structure exceeds all
other requirements regarding size and setbacks. The Schoeller' s have
indicated they would remove all other accessory structures on site prior
to construction of the proposed building .
Motion made by Ellman , seconded by Mezzano to recommend approval of the
variance request of Gordon & Lorraine Schoeller to construct an accessory
building with exterior other than brick .
All aye, motion carried .
Mr. Tom Cardinal has applied to the City to construct a 3600 sq . ft.
accessory building on his property at 9479 122nd St. , Hugo, 85 ft. closer
to the road than his principle residence. The property is 10 acres in
size and zoned agriculture. The proposed building would be approximately
267 ft. from the front property line and approximately 20 ft . from the NSP
easement on the west. No hardship was noted as to why the structure
needed to be placed in front of the principle residence. There are no
other accessory structures on the property . The building would be used
for general storage, animals, equipment and garage. No commercial
purposed is proposed .
Members viewed the site and stated that the property drops off sharply to
the south behind the house and the septic system is located on the east
side of the home which limits the location of the proposed building . The
Planning Commission felt the north south configuration would be best
suited for the site.
Motion made by Ellman , seconded by Mezzano to recommend approval of the
variance request of Tom Cardinal to construct at pole building closer to
the road than his principle residence, but no closer than 267 ' from the
road right of way .
