MINUTES <br /> HUGO BOARD OF APPEALS AND ADJUSTMENTS <br /> FEBRUARY 28, 2001 <br /> Schumann called the meeting to order at 6:35 p.m. <br /> PRESENT: Puleo, Schumann <br /> ALSO PRESENT: Community Development Director, John Rask <br /> Secretary, Michele Lindau <br /> ABSENT: Brunotte <br /> Minutes of August 23, 2000 <br /> Puleo made motion, Schumann seconded, to approve the Board of Zoning Adjustment for August 23, 2000, as <br /> submitted. <br /> All Ayes. Motion carried. <br /> Variance (Woody's Bar & Grill) <br /> The Board of Adjustments and Appeals held a public hearing to consider the request of Brad Smith, 611 South <br /> Holcombe Street, Stillwater, for a variance from parking and setback requirements so he may construct a 2,060 <br /> addition on the existing Keysone Bar and Grill building located at 1202 Keystone Avenue. Specifically, Smith <br /> requested a seven-foot side yard setback where 10 feet is required from the south property line. Additionally, the <br /> applicant requested a variance from the City's parking standards. The Comprehensive Land Use Regulations <br /> requires a total of approximately 40 parking stalls, and the site currently contains adequate space for 28 parking <br /> stalls. The existing parking lot is not stripped, and therefore is difficult to determine how many vehicles the lot <br /> could accommodate. <br /> Smith proposed to construct the addition on the west side of the building on an existing foundation that was <br /> from a storage building that was removed from the site. At a seven-foot setback, the addition would be in line <br /> with the existing building, which is non-conforming. Also present is a garage/shed on the north side of the <br /> building that is encroaching on the property line, leaving less than seven feet between the two buildings. <br /> Staff had concerns regarding their current septic system, the condition of the existing foundation, and the change <br /> in building and fire code requirements should the square footage and capacity of Woody's Bar& Grill increase. <br /> Smith said he was speaking to Washington County about moving and updating his septic system, and was <br /> making arrangements to purchase the other two parcels to the west, which would allow him to move the septic <br /> and give him more room for parking. <br /> Schumann stated he felt the business was an amenity to the community; however, it should be constructed as <br />
