'UTE& iNG=APP'At AN�3 A ,H ST11!IENT MARCH 2$ 2002 Chairperson Schumann called the meeting to order at 6:30 p.m. PRESENT: Brunotte Puleo, Schumann ALSO PRESENT: John Rask, Community Development Director Michele Lindau, Secretary Minutes of February 28,2002 Puleo made motion,Schumann seconded to approve the minutes for February 28,2001 as amended. All Ayes. Motion carried. Charest Variance The Board considered the request of Richard Charest for a variance to allow construction of a 2,081 square foot garage attached to the home to be built at 12683 Homestead Drive. The proposed garage would consist of a 11276 square foot garage on the first level and a 805 foot garage on the lower level. A driveway would wrap around the north end of the home to provide access to the lower level garage. In addition to the variance for the garage space, the applicant requested variances from the side lot line setbacks. The home would be 36 feet from the north lot line and 36 feet from the south lot line. The ordinance requires a 40-foot setback from the side lot lines. As such, the applicant is requesting a four-foot variance from both lot lines. Charest stated he wanted to construct a garage that would allow him to properly store items. Rich Pakonen, 12727 Homestead Avenue North, said Charest was a great neighbor who kept his yard clean and stored everything out of site of his neighbors Pat McCleron, 12665 Homestead Avenue North,was concerned that the property would need fill in the pond and this would cause flooding in his yard. Charest said the home would be far enough from the pond and would need no fill. Schumann said the ordinance is silent on tuck under garages and should not be included in the total garage space variance request. Schumann also said tuck under garages could become more common as more walk out homes are built, and the City should consider revising its standards. Schumann made motion,Puleo seconded,to recommend approval of a variance to allow construction of the home and garage at 12683 Homestead Avenue North as requested. All Ayes. Motion carried.
