A L1 SB 701 Xenia Avenue South I Suite 300 1 Minneapolis, MN 55416 1 (763) 541-4800 Memorandum To: Rachel Juba, City of Hugo From: Andi Moffatt, WSB Date: June 92, 2097 Re: Everton Avenue AUAR Update As you are aware, to remain valid for the required environmental review pursuant to Minnesota Rules 4410, the Everton Avenue AUAR needs to be updated every five years until development has been approved. The AUAR Update was last completed in 2012. The study area is about half developed and there are areas that are undeveloped that would benefit from the AUAR update. As in previous years, our approach will not be to re -write the AUAR, but rather to provide updates as applicable. Since 2012, the following changes have occurred: .• Additional development has occurred. This needs to be identified in the AUAR Update. • An area was rezoned to Planned Unit Development (PUD). This still conforms to the 2030 Comp Plan land use, but should be noted in the AUAR Update. • Local and regional trails have been implemented and planned. This needs to be noted in the AUAR Update. • New threatened and endangered species have been listed. A new DNR Natural Heritage Database request should be obtained. • Rice Creek Watershed implemented new rules in 2017. This needs to be recognized in the plan. With this scope, we will use the 2012 AUAR Update as the base and update the five areas noted above in the text and figures of the AUAR Update. No additional analysis is anticipated to be completed with this Update. This work includes: • Drafting the report for City Staff review. • One round of revision comments with the City. • Submitting the report to the agencies for the 10 -working day review. • Responding to comments (4 hours of time). If a significant level of comments above this 4 -hour allotment are received, additional scope will be discussed with the City. • Preparing Council packet documentation for adoption of the AUAR Update. • Sending the final approval documents back out to the agencies. The cost estimate for this work is $4150. If attendance at a council meeting is needed, it will be billed on a time and materials basis not to exceed $708 per meeting. If you wish to move forward with this scope, let us know. We could complete a draft for the City Staff to review by July 7, 2017 if approval of the scope is provided this week.
