CITY OF HUGO, MINNESOTA <br />MANAGEMENT'S DISCUSSION AND ANALYSIS <br />The City's fund balances are classified by the following types: <br />Non -spendable — representing that portion of fund balance that is not in a spendable form. Included <br />in this category are advances to other funds, prepaid items and inventory. <br />Restricted — reports resources that have external constraints placed upon their use. <br />Committed — reports those resources committed for a specific purpose by Council action. The <br />constraints cannot be changed or removed without Council action. <br />Assigned — represents the portion of fund balance the City intends to use for a specific purpose. <br />The Council has authorized the City Administrator and City Finance Director to assign fund balance. <br />Unassigned — comparable to the old unreserved, undesignated classification of fund balance, this <br />represents the amount available for any purpose. However, only the General Fund may report a <br />positive fund balance. Fund balance in other governmental funds will fall into one or more of the <br />categories listed above, unless a fund has a negative balance. <br />Detail information regarding the fund balance classifications are found in Notes 1 and 3 in the Notes to <br />the Financial Statements. <br />Because the focus of governmental funds is narrower than that of the government -wide financial <br />statements, it is useful to compare the information presented for governmental funds with similar <br />information presented for governmental activities in the government -wide financial statements. By doing <br />so, readers may better understand the long-term impact of the government's near-term financing <br />decisions. Both the governmental fund balance sheet and the governmental fund statement of <br />revenues, expenditures, and changes in fund balances provide a reconciliation to facilitate this <br />comparison between governmental funds and governmental activities. <br />The City of Hugo maintains nine individual governmental funds. Information is presented separately in <br />the governmental fund balance sheet and in the governmental fund statement of revenues, <br />expenditures, and changes in fund balances for the general fund, the general obligation bonds fund, the <br />public improvements fund and the property and equipment acquisition fund, which are considered to be <br />major funds. Data from the other five governmental funds are combined into a single, aggregated <br />presentation. Individual fund data for each of these nonmajor governmental funds is provided in the <br />form of combining statements elsewhere in this report. <br />The City of Hugo adopts an annual budget for its general fund and certain special revenue, debt service <br />and capital project funds. Budgetary comparison statements have been provided for the general fund <br />(pages 22-26), the special park fund (page 72), the firefighter's relief fund (page 73), the tax increment <br />financing collection fund (page 74), the abatement levy offset fund (page 75), and the other debt <br />service and capital project funds with a budget (pages 76-78) to demonstrate compliance with the <br />budget.
