&15 <br />Ay <br />r i CWbC)F <br />- :�� EST. 1906 <br />Special Event Permit <br />Event Name: Cruise for Troops <br />Location: CSAH 4, TH 61, CSAH 8 & CSAH 7. <br />Date: Saturday, September 23, 2017 <br />Time: Ride begins at noon <br />Responsible Person: Russ Hanes 763-486-3079 <br />In accordance with this permit, the applicant shall conduct the event as described <br />herein and meet all conditions as stated below. <br />DESCRIPTION: <br />An application has been submitted by Russ Hanes, coordinator for the Cruise for Troops <br />Run for a ride event on Saturday, September 23, 2017, beginning and ending at Running <br />Aces in Columbus. The Cruise for Troops pays tribute to our fallen soldiers while raising <br />money to help fund the education of the children who are left behind. Events with over <br />200 in attendance require a Special Event Permit approved by Council. Approximately <br />800 vehicles will be traveling through Hugo as part of the event. <br />The Cruise for Troops run is an event where cars, trucks, and motorcycles take part in a <br />combined car and motorcycle cruise beginning and ending at Running Aces in Columbus, <br />MN. The route outlined in the application will involve roads in Columbus, Hugo, May <br />Township, Scandia, Marine on St. Croix, and Forest Lake. Roads in Hugo include CSAH <br />4, TH61, CSAH 8, and CSAH 7. The applicant has secured deputies from Anoka County, <br />Lino Lakes, and Washington County to be present at all major intersections. <br />The Tour de Hugo bike run is also on Saturday, September 23. Tour de Hugo is expected <br />to be completed by the time the Cruise for Troops travels through Hugo; however, last <br />year there were longer wait times for traffic leaving the Tour de Hugo event due to the <br />parade of Cruise for Troops' vehicles. Staff has discussed this with Washington County <br />Sheriff s Office, who is recommending another officer be added to the intersection at <br />145ffi/TH61. <br />CONDITIONS: <br />The applicant has provided the City the completed application and permit fee. The event <br />will be conducted as stated on the application in addition to the following conditions: <br />1. Secure additional deputy to patrol the intersection at 145/TH61 <br />2. Submit Hold Harmless Agreement <br />3. Submit a copy of the insurance naming the City of Hugo as additionally insured <br />
