BACKGROUND MEMO FOR THE EDA MEETING OF <br /> Monday, December 18, 2006 <br /> 1. Approval of Minutes EDA meeting of November 20, 2006 <br /> City staff recommends that the EDA approve the minutes for the November 20, 2006 <br /> EDA meeting as presented. <br /> 2. Update and Discussion on TIF District <br /> As you know the City is getting closer to establishing a Tax Increment Financing <br /> (TIF) District. The TIF subcommittee is now meeting on a regular basis again to help <br /> piece together some details for the TIF District. They last met on Thursday, <br /> December 7, 2006 to talk about a strategy for the subcommittee. <br /> Earlier on in the process the EDA talked about what kind of developments they would <br /> like to see come into the Downtown. At the EDA meeting staff would like to have a <br /> discussion with the EDA on what they would like to see for development on the City <br /> owned property across City Hall along Egg Lake. Staff would like some direction to <br /> send developers to put a project together for that area. Staff recommends that the <br /> EDA discuss what they would like to see there and give direction to staff. <br /> 3. Comprehensive Plan Update for 2008 <br /> In January staff would like to get the City Council, Planning Commission, EDA, and <br /> Parks Commission together for a kick off meeting to talk about the comprehensive <br /> plan update process. Staff will give an update on the process at the meeting. <br /> 4. Discussion on Washington County and its Communities Comprehensive <br /> Economic Development Strategy <br /> Washington County has provided the City with a draft proposal for a comprehensive <br /> economic development strategy for the County and its communities. The proposal is <br /> suggesting that there be a partnership with the County and its cities to work together <br /> on appropriate economic growth within the County. There was a meeting on <br /> November 30, 2006 to talk about the economic development strategy between <br /> Washington County and its communities. Washington County would like to set up a <br /> work group for this that includes a City designee that will represent the City. The <br /> EDA should decide on who they would like to appoint for this work group <br /> 5. Discussion on 2007 Goals <br /> Attached are the City Council goals for 2006 and the on going priorities for the City. <br /> In January there will be a City Council workshop to establish the 2007 City goals. <br />
