The Downtown Plan is a tool to help the City of Hugo in realizing <br /> the community vision for downtown Hugo. As Hugo continues to de- r r ` <br /> velop, the details concerning the development of each specific site may <br /> differ from the illustrative downtown plan, but the primary elements of _- <br /> t <br /> the plan, including infrastructure ( roads, parks, trails, open space) and �4 <br /> the quality and character which makes the plan unique to Hugo are $ .
