CHAPTER 1306 "SPECIAL FIRE PROTECTION SYSTEMS"
Should the City adopt this chapter, it is required to be enforced throughout the entire city,
and it cannot be revised in any way, shape, or form.
This requirement would include all buildings classified as group A (assembly)
Occupancies. In addition, if the area of a building exceeds 2,000 square feet in any of the
B(business) Occupancies, F(factories) Occupancies, M (mercantile) Occupancies, S
(warehouse) Occupancies, or E (school) Occupancies, or more than 30 people in a
daycare facility, all of these buildings would require an automatic sprinkler system to be
installed.
For example, Rick's Liquor, Nadeaus Market, and the 61 Stop, just to name a few, would
require an automatic sprinkler system to be installed. To put this into perspective, a
building roughly the size of the Subway Store would require an automatic sprinkler
system to be installed.
If adopted, Chapter 1306 has two options to be considered. The City can only adopt one
option.
1. Option 1 (1306.0020 Subp. 2) requires all new buildings, additions to buildings
including the existing building, and when a building changes occupancy
classification, to install a fire suppression system through out the entire building.
This option would be required in all occupancies listed above.
2. Option 2 (1306.0020 Subp. 3) requires all new buildings, additions to existing
buildings, and when a building changes occupancy classification. The existing
building would not require a fire suppression system to be installed. This option
would be required in all occupancies listed above.
There are a few exceptions from this requirement that would be allowed if an alternate
system could not be utilized. However, both the Fire Department and the Building
Official must agree. The following exceptions would be permitted:
1. The use of water would constitute a serious life, fire, or environmental hazard. Or;
2. If the building does not have an adequate water supply, and the building is
surrounded by yards or public ways of more than 60 feet.
I have enclosed for your review, a copy of Chapter 1306.
