BACKGROUND MEMO FOR THE EDA MEETING OF <br /> DECEMBER 19, 2005 <br /> 3. NOVEMBER 21,2005 EDA MEETING MINUTES <br /> City staff recommends that the EDA approve the minutes for the November 21, 2005 EDA <br /> meeting as presented. <br /> 4. UPDATE ON THE DECEMBER 13,2005,MEETING OF THE TIF SUBCOMMITTEE <br /> City staff, Paul Steinman of Springsted, and subcommittee members Phil Klein, Mike Granger, <br /> and Frank Puleo met on December 13, 2005 to discuss the format for the upcoming downtown <br /> redevelopment open house meeting and to review the draft letter inviting downtown property <br /> owners to the meeting. Subcommittee member Nick Skarich was unable to attend. The <br /> upcoming open house meeting is part of the public education and marketing campaign for the <br /> implementation of the downtown plan and the establishment of a TIF district. At the EDA <br /> meeting, City staff will present an overview of the proposed agenda for the downtown <br /> redevelopment open house meeting. <br /> 5. RESCHEDULE THE NEXT EDA MEETING FOR TUESDAY,JANUARY 17TH, 2006 <br /> AT 8:30 AM. <br /> Due to the Martin Luther King federal holiday on Monday, January 16, 2006, which the <br /> City observes, the January EDA meeting needs to be rescheduled. Staff recommends that <br /> the EDA meeting be rescheduled to Tuesday, January 17th, at 8:30 am. <br /> 6. UPDATE ON THE RESCHEDULING OF THE DOWNTOWN REDEVELOPMENT <br /> OPEN HOUSE TO JANUARY 18,2005 <br /> At the November 21, 2005 joint EDA/Council meeting,EDA and Council selected Tuesday, <br /> January 17, 2006 for the public open house for the presentation of the downtown <br /> redevelopment plan and market study. Due to the Martin Luther King federal holiday on <br /> Monday, January 16, 2006, the City's second regular City Council meeting of the month <br /> was rescheduled to January 17, 2006, resulting in the conflict of meetings at City Hall that <br /> evening. At the December 5, 2005 City Council meeting, Council rescheduled the open <br /> house for January 18, 2005, in the Oneka Room at Hugo City Hall, at 7:00 pm. <br /> 7. DISCUSSION OF NEXT STEPS TOWARDS IMPLEMENTING THE DOWNTOWN <br /> PLAN <br /> Over the last few months Staff has been informally meeting with developers and other groups <br /> interested in putting together a redevelopment project in the downtown area. It is in the Staff's <br /> opinion that the timing is right for the City to begin the developer selection process for the <br /> following reasons: 1)The City has now assembled a critical mass of properties along Egg Lake. <br /> 2) The downtown market study by Maxfield Research is almost complete. 3) The proposed <br />
