MINUTES FOR THE EDA MEETING OF FEBRUARY 21, 2006 <br /> The meeting was called to order by Phil Klein at 8:30 am. <br /> Present: Jan Arcand, Mike Granger, Phil Klein,Tom Denaway, <br /> City Administrator Mike Ericson, CD Director Bryan Bear <br /> Absent: Fran Miron, Jim Bever, Nick Skarich <br /> 3. APPROVAL OF MINUTES <br /> Arcand made motion, Granger seconded to approve the minutes for the January 17, <br /> 2006 meeting as presented. <br /> All aye. Motion carried <br /> 4. REPORT ON OUTCOME FROM JANUARY 18,2006 OPEN HOUSE <br /> CD Director Bryan Bear gave an overview of the open house and discussion <br /> followed with EDA members. There were over 130 attendees of the open house <br /> consisting of a mix of residents,business owners and developers. Maxfield <br /> Research was present to discuss the market study, Landform was present to discuss <br /> the design guidelines and the downtown plan, and Springsted was present to discuss <br /> Tax Increment Financing. Comments received from the public were positive. The <br /> staff has sent letters to residents thanking them for participating, and members of the <br /> public continue to express interest in receiving information about downtown <br /> redevelopment. <br /> 5. DISCUSSION OF NEXT STEPS TOWARD IMPLEMENTING THE <br /> DOWNTOWN PLAN <br /> CD Director Bryan Bear discussed with the EDA the next steps necessary to <br /> implement the downtown plan. Bryan also discussed with the EDA methods to <br /> secure developers to begin the work on the new downtown. Proposals can be <br /> solicited through RFP's, RFQ's, or work with developers who have already <br /> expressed interest. Staff will present development plans to the EDA at the next <br /> meeting. The EDA discussed whether senior living was an appropriate use of the <br /> property next to Egg Lake. The EDA also discussed the type of park amenities that <br /> would be appropriate there. The EDA felt that a stronger retail focus would be <br /> favorable. <br /> 6. REPORT ON FEBRUARY 16 BUILDING INSPECTION MEETING <br /> The staff updated the EDA on the process for building inspections to determine <br /> qualifications for a Tax Increment Financing District. <br />
