Performance and capacity are evaluated based upon efficiency of project implementation, <br /> previous experience with the activity, and staff changes or changes in administration of <br /> the project. Program complexity factors considered include the amount of CDBG funds <br /> involved, number of projects being administered by the sub-recipient, and number of <br /> funding sources for the project. Recent problems such as complaints about the contractor <br /> or sub-recipient, late or incomplete reports, or failure to comply with the production <br /> schedule, are used to determine the level of risk for each sub recipient. <br /> Sub-recipients at highest risk for failure to comply with program requirements are <br /> selected for monitoring. Monitoring visits include review of project performance, record <br /> keeping, financial management, and compliance with applicable federal rules and <br /> regulations. <br /> Based on these factors, Washington County has selected the following projects to be <br /> monitored in 2006: <br /> Two Rivers Community Land Trust, HOME & CDBG <br /> Warner Nature Center <br /> Washington County Public Service Programs <br /> For detail on how the CDBG monitoring is conducted, see Attachment F. <br /> In addition, the PJ monitors projects that receive HOME funds in accordance with federal <br /> guidelines. Washington County has one completed rental project which will be monitored <br /> to ensure units are being rented to low- and moderate-income renters in accordance with <br /> HOME fair market rents. Washington County has also funded rehabilitation and <br /> construction of units sold to buyers through the Two Rivers Community Land Trust and <br /> Twin Cities Habitat for Humanity. All of these units have restrictions on the property <br /> whereby Washington County will be notified if the property is sold. Washington County <br /> can then ensure the subsequent purchase will be to a low- and moderate-income <br /> household for the terms of affordability in accordance with HOME regulations. <br /> In 2006, Washington County staff, with the assistance of the county's Principal Planner, <br /> will create a comprehensive monitoring system which will include both CDBG and <br /> HOME programs. The system will include checklists which will help staff monitor key <br /> aspects of projects from start to finish ensuring compliance with federal regulations. The <br /> system will be based on information and checklists provided by the HOME Monitoring <br /> training and handbook as well as the CDBG monitoring checklists developed by Nancy <br /> Freeman for the county in 2003. <br /> 6. Outcome and Performance Measurement: Washington County collects the following key <br /> data: new affordable housing units, existing housing units rehabilitated, low-income <br /> households purchasing housing with FirstHome Buyer Assistance, persons who are <br /> homeless or may become homeless helped to find housing or keep their housing, <br /> homeless households receiving housing-related funding and demographic information <br /> including income, race, ethnicity.
