EDC Strategic Plan <br /> Year 2002 <br /> Page 3 <br /> Objective 2A: Correct/improve perceptions regarding transportation issues impacting <br /> Woodbury. <br /> ■ Inform the development community that the Wakota Bridge is under construction and <br /> that the Tamarack Road Interchange is opening. <br /> ➢ Have facts available regarding traffic flows on bridge. <br /> ➢ Inform business community about construction timetable and ascertain opening <br /> date for the bridge. <br /> Objective 2B: Work toward the completion of projects that will improve the local and <br /> regional transportation systems. <br /> ■ Work with regional transportation groups to lobby for the upgrade of 1-94 at <br /> McKnight Road. <br /> ■ Develop a strategy for financing the needed improvements to major transportation <br /> corridors in Woodbury. <br /> ■ Track status on the upgrading of the Valley Creek Road Interchange so as to keep it <br /> moving along. <br /> Objective 2C: Implement extension of utility improvements to provide sites that are <br /> "development ready". <br /> ■ Identify sites that are available for development but need utility extensions; quantify <br /> costs and identify timeframes to make them ready for development. <br /> ■ Explore partnerships with land owners and private developers to determine economic <br /> feasibility and timeframe for extending utilities and developing a business park. <br /> ➢ Develop and implement financing strategy and initiate construction of utility <br /> extensions if feasible. <br /> ■ Analyze cost differential of utilities between Woodbury and competing locales and <br /> determine if mitigation is warranted/available(e.g. use of TIF, abatement, etc.) <br /> ➢ Use this information as a way to help policy makers understand why incentives <br /> may be needed. <br /> ➢ Update business subsidy policy, in concert with the development of a financing <br /> strategy, in order to provide framework for granting subsidies to businesses. <br /> 3 <br />
