in Hugo, and if some of the prospective businesses need assistance in locating here, and <br /> they meet the funding policy requirements; they will be eligible to potentially receive <br /> funding from the EDA and the City. What is important to note is that the EDA and the <br /> City are not in the business of providing money and subsidy to private industry, they are <br /> only willing to provide assistance when the results substantially benefit the citizens of <br /> Hugo. The single most important job the EDA possesses and therefore its goal is the <br /> marketing of what Hugo has to offer, the financial assistance is only ancillary. <br /> By taking this approach the City will take the necessary first steps towards <br /> fostering development and growth in Hugo. An effective marketing campaign will attract <br /> business, which will create a greater tax revenue for the City, and will provide greater <br /> amenities to the citizens of Hugo.
