BACKGROUND MEMO FOR THE EDA MEETING OF <br /> Monday, November 20, 2006 <br /> 3. Approval of Minutes EDA meeting of October 16, 2006 <br /> City staff recommends that the EDA approve the minutes for the October 16, 2006 EDA <br /> meeting as presented. <br /> 4. Kidz Place Child Care Center <br /> Dragonfly Group has started construction of a child care center called Kidz Place located <br /> at 5448 140th Street. The building will total approximately 8,200 square feet with a <br /> fenced in play area in the back portion of the site. The building will also include leased <br /> office space on the east side of the building. Staff has invited the representatives from <br /> Kidz Place Child Care Center to come talk to the EDA about the daycare and give details <br /> about their business plan. Staff recommends the EDA welcome Kidz Place Child Care <br /> Center as a new business in the community. <br /> 5. Update on Hugo Manufacturers Letter from the Mayor and the Hugo Business <br /> Association (HBA) <br /> As directed by the EDA at its October 16, 2006 meeting, included in your packet is a <br /> letter staff sent out from the Mayor and the Hugo Business Association to thank the <br /> manufacturing businesses in the City for providing great jobs to the community. In the <br /> letter staff also asked for a business profile from each manufacturer so we can find out <br /> exactly what the business is. Staff will give an update on the profiles that have been <br /> received so far. <br /> 6. Discussion on Hugo Business Association (HBA) Membership <br /> Staff has invited representatives from the HBA to discuss the membership and goals of <br /> the association. The City of Hugo will provide any help that the HBA may need during <br /> their marketing process. <br /> 7. Update and Discussion on TIF District <br /> Staff has been working closely with Paul Steinman of Springsted and Mary Ippel on the <br /> calculations to establish a TIF District. Staff has attached a map of the proposed TIF <br /> District that highlights the buildings that meet and do not meet the required 15% code <br /> deficiency threshold determined by building inspections and a map of the coverage test <br /> results. Also, the building department has completed a number of assumptions about the <br /> buildings the city has not inspected and if they would qualify for a TIF district or not. As <br /> we are coming to completion of establishing a TIF District staff would like to have the <br /> TIF Subcommittee meet on a regular basis again. Staff will give an update at the meeting <br /> on the coverage test and building inspections and will request direction from the EDA. <br />
