Design Guidelines <br /> The intent of the Hugo Downtown Design Guidelines is to provide a baseline for quality in <br /> order to revitalize and expand the downtown business district. These guidelines are written to <br /> meet the community's goals: <br /> Goal 1: Preserve the rural small town character of Hugo <br /> Goal 2: Establish a threshold or baseline for design and quality <br /> Goal 3: Maintain a harmonious visual environment within the existing architectural context <br /> Goal 4: Communicate the community's high expectations for new development in Hugo <br /> Obiectives <br /> The specific objectives for downtown Hugo design guidelines are: <br /> • To establish a clear definition of urban design standards that informs property owners, <br /> developers, builders and decision-makers. <br /> • To serve as a tool that planners and designers can use and incorporate into their plans <br /> to achieve and support the City's design objectives. <br /> • To act as a basis for a uniform and consistent review of development and <br /> redevelopment proposals by the City Council and Planning Commission. <br /> The design guidelines which apply specifically to the CBD also include principles that can be <br /> broadly applied to the entire Hugo Downtown Area. <br /> Downtown CBD <br /> The Design Guidelines apply <br /> specifically to the central business <br /> district or"Old Downtown" concentrated <br /> around Highway 61, from 147th Street to <br /> the new County Road 8 intersection. <br /> The guidelines provide more detailed <br /> definitions of requirements for site <br /> planning, placement of building mass, <br /> materials, architecture, lighting, <br /> signage, and design of the public realm. e <br /> 61 <br /> s <br /> Page 7 of 23 <br />
