Waldron, City Administrator <br /> DATE: February 16, 2007 <br /> SU11JEC1': Progress of the Working Subcommittee <br /> 1. On Thursday, February 15, the Working Group convened to discuss the <br /> next step relating to the County/City economic development discussion. <br /> After some very positive discussion with respect to the various <br /> perspectives on the issue, a two-fold approach was formulated. <br /> 2. The first element of the approach involves addressing the essentialop licX <br /> differences between the County and the Cities with respect to abatement <br /> and tax increment. It was decided that working to developop licy <br /> agreement and subsequent, implementation guidelines would be the most <br /> important component of the City/County economic development <br /> discussion. <br /> 3. In that light, it was agreed that the first step would entail ascertaining <br /> City/County priorities for economic development. This could include <br /> such diverse items as the potential of high paying jobs to development <br /> that would reduce and/or assist the County's funding of it for services, <br /> general tax base, high paying jobs, development in strategic geographic <br /> locations, etc. I will be working with Molly in developing a <br /> comprehensive list of the areas that initially appear to be of higgh priority <br /> to the Cities and the County. I would respectfully request that you would <br /> forward to me the type of economic development that reflects your <br /> particular community's priority. <br /> 4. Once the subcommittee has developed the priorities, the County Board <br /> will review the respective priorities with the intent to establish a level of <br /> comfort where the Cities/County would share mutual priorities to, in <br /> turn, work on modifying the abatement and tax increment concerns <br /> based on these areas of common concern. The ultimate outcome would <br /> be to agree on priority areas, modify the respective policies where we <br /> currently have differences of opinion and subsequently, develop clear <br /> methodologies on how to move forward in these areas where there is <br /> essential agreement. <br />
