City of Hugo SWOT Summary—Open House No. 1 <br /> 2008 Comprehensive Plan Update March 14, 2007 <br /> with say the hay. Harvest pavement and suburban lawns can be detrimental to <br /> water quality. <br /> Threats: <br /> • It has goals?What's the vision? Council and planning commission ignored. <br /> Rudeness of the council. Poor advice too much dependence on outside <br /> consultants, whose bias is "Build" so we can sell you more services. Style vs. <br /> Substance, just look how the mayor dresses! It's pretty clear most decisions are <br /> made at either the Legion or the Lions. Strong gender bias. No respect for the <br /> environment. <br /> • Continuing the thought from the "Opportunities Discussion": There are growing <br /> pressure for development East of the Highway 61 corridor. Can city officials <br /> resist pressures from some landowners for premature expansion of the MUSA? <br /> Can city officials regain the trust of Hugo's voters after recent instances where <br /> the mayor and council adopted an attitude of 'We know better than you what's <br /> good for you" and resorted to backdoor methods to build a new fire station and <br /> city hall? <br /> • Town homes becoming a rental and low income property. <br /> • An entrenched power clique. And a planning team that favor fads over <br /> substance. <br /> • First, we need to better identify the goals-then plan, as none of this has been <br /> worked at since 1998. We should start from scratch. We now have the time since <br /> our choice of major development has not been delayed by the economy. <br /> • High Taxes. Too much multi-family housing. <br /> • Inadequate consideration before going ahead — city hall, firehouse, and public <br /> works building. Disregard of opposition/ are these really the best designs/what <br /> about long-term needs. Needed more plowing before proper plans for such. <br /> Vague about fulfilling future needs for police protection. County Road 8- before <br /> overpass design finalized. (And why are we paying for landscaping-who's <br /> aesthetic). The placement of the Hugo city sign- behind advertising <br /> condemnation of farm, now Wagner's? Downtown plan = surprise. Rural <br /> Preservation statute = surprise <br /> Vision <br /> • Park & Ride at 170`h/ Rush Line Corridor. Stop/access to new interchange at <br /> 35E. Designated recreational areas- hiking, biking, and horseback riding. (and <br /> yes, probably trails for motorized vehicles), orchards, organic farms, come CSA, <br /> 4 <br />
