11 ' COMPREHENSIVE Page 2 Council's and Commissions' Roles At the recent Council and Commission meetings, the groups conducted an exercise to analyze the strengths , weaknesses, opportunities, threats, and visions (SWOT) for Hugo. The residents of Hugo were also asked to do the same analysis and provide the City with the results. This gives the City a good idea of how to set goals, outlines what people's vision is for the future of Hugo, and provides a basis for the background that the Comprehensive Plan will reflect. Each Commission is responsible for making decisions and recommendations about specific elements of the Comprehensive Plan. Once the plan is adopted, the Commissions' use the plan as the basis for making decisions related to development.
