CITY OF HUGO
PLANNING REPORT
TO: Bryan Bear, Community Development Director
FROM: Kendra Lindahl, Landform
SUBJECT: 2008 Comprehensive Plan Update. Land Use Alternatives for the Hugo
Comprehensive Plan Update
DATE: June 13, 2007 for the June 20, 2007 Workshop
1. BACKGROUND:
The Metropolitan Land Plan Act requires cities to update their comprehensive plans
every 10 years. The updated comprehensive plans are due in 2008.
The City Council has approved a process and timeline for the Comprehensive Plan
update that includes a number of open houses and public meetings with the City
Council and Commissions. The 5 key phases of the process are:
1. Background Inventory & Analysis — Establishing baseline information (in process)
2. Issue Identification, Goal & Policy Setting - Creating a framework for the plans
(current stage)
3. Alternatives Development, Land Use and Growth
4. Implementation Plan
5. Submission to the Met Council
We are now beginning the alternatives development stage of the Comprehensive Plan
process.
2. WORKSHOP OUTCOMES:
This workshop will build upon the work completed at the April 26th and May 23rd
workshop discussions of the draft Goals and Strategies. The format for the June 20th
workshop will be more formal than the last 2 workshops. Staff will provide a formal
presentation and there will be some interactive sessions where audience participation is
expected. We will be asking individuals to begin looking at different types of
development and different land use alternatives. We will close the meeting with an open
forum for any additional discussion and outline the next steps.
