➢ Organization and development of industrial land is necessary. <br /> ➢ A redevelopment program for the original town of Hugo could enhance local <br /> development potential. <br /> Consistent with the overall goal are a series of goals and objectives designed to <br /> be achieved within economic development projects. These goals are as follows: <br /> ➢ To establish an economic base which is diversified; by assisting existing firms <br /> in expansion or relocation with the community; by attracting new firms in <br /> Hugo; by providing the physical facilities necessary to attract manufacturers, <br /> including local transportation infrastructure, utilities and assistance in <br /> securing land, buildings and financing, both capital and operational, <br /> necessary for business development. <br /> ➢ To retain existing business and to develop and maintain a sound local <br /> business climate which encourages business to stay; and to develop an ability <br /> to assist local business with city services, both technical and financial, in the <br /> interest of maintaining existing jobs and creating new jobs for Hugo residents <br /> and residents of the trade area. <br /> ➢ To achieve a level of industrial development consistent with the provisions of <br /> the Comprehensive Plan as adopted and consistent with the City ordinances <br /> which regulate land development. <br /> ➢ To establish and maintain a mutually beneficial working relationship <br /> between the City and private enterprise by establishing channels of <br /> communication among public agencies and private corporations involved in <br /> economic development and to develop and initiate specific programs and <br /> projects which will function to make Hugo competitive in retaining and <br /> attracting business and industry. <br /> 4. Implementation Strategies <br /> The clarification and establishment of goals are based on an understanding of <br /> existing conditions in the community of Hugo and the surrounding area by the <br /> Planning Commission and City Council. These goals are supported by a series <br /> of objectives structured to meet annual work programs. The annual work <br /> programs are composed of activities with workable strategies or policies and <br /> projected results. <br /> The Action Plan does provide for a broad framework for economic development, <br /> one which can be reviewed on an annual or as needed basis and revised as new <br /> information becomes available or conditions change. Therefore, objectives for <br /> the first year of the action plan have been formulated but have not been <br /> formulated for each of the following years. Individual activities are formulated <br /> for each year of the planning period as a result of approved goals and objectives. <br /> An annual review process (itself an activity) must be completed in order to <br /> City of Hugo Page 114 <br />
