The Downtown Plan is a tool to help the City of Hugo in realizing -- : :" <br /> the community vision for downtown Hugo. As Hugo continues to de- "- , ! , <br /> velop, the actual projects built may differ from the illustrative Down- <br /> town Plan in the details of development of any specific block or site, -- - -- ' <br /> l <br /> but the primary elements of the plan, including infrastructure ( roads, <br /> parks, trails, open space) and the quality and character which makes as <br /> the plan unique to Hugo are expected to be maintained. There are also d <br /> , u -Ap <br /> j design guidelines for the downtown area that are intended to provide a <br /> baseline for quality in order to revitalize and expand the downtown <br /> business district. The guidelines are written to meet the goals and ob- <br /> jectives of the community such as, small town rural character, main- <br /> taining a pedestrian friendly downtown area, as well as the French <br /> heritage of Hugo.
