NOTICE OF AVAILABILITY OF FUNDS FOR r, HOUSING DEVELOPMENT AND COMMUNITY FACILITIES Washington County is soliciting proposals for affordable housing and community facility projects to be funded through the Community Development Block Grant(CDBG)and HOME Investment Partnership(HOME)programs. Estimated Funds Available: $300,000 of CDBG Funds and $240,000 of HOME funds Availability of Funds: July 1, 2008 Eligible Uses of Funds: The Washington County 2005-2009 Consolidated Plan has identified the following as high priorities: • Development and/or rehabilitation of affordable rental or owner occupied housing • Transitional and Permanent Supportive Housing • Housing that serves persons with physical disabilities, persons with severe mental illness or chemical dependency issues and persons who are public housing residents. Washington County has also ranked recreational,neighborhood and youth centers as a medium priority. All projects must be able to document that project beneficiaries are low-and moderate-income households or persons. At least 15% of HOME funds must be allocated to an approved, qualified Community Housing Development Organization (CHDO). How to Get Help: All applicants are encouraged to contact Josh Beck before completing the application with questions on project eligibility,to discuss project ideas, or to review draft proposals. It is recommended that new applicants schedule a meeting with Josh Beck prior to completing their application. Selection Criteria: Funds will be distributed on a competitive basis. Priority consideration will be given to projects that meet the criteria listed below. Other selection criteria are listed in the application packet. • To receive CDBG funds,the applicant must demonstrate that the project can be significantly completed and the funds expended by December 31, 2009. • Projects must meet a medium-or high-priority need identified in the Washington County 2005-2009 Consolidated Plan. This plan is available for viewing on the Washington County website: http://www.co.washington.mn.us/info for residents/community services/housing_and community develop ment/ • Priority will be given to projects that create or preserve affordable housing for households at 50%or below median income. Rental housing is especially needed in order to achieve our remaining Consolidated Plan goals. Application Deadline: Proposals will be accepted until 4:00 p.m. on Friday, December 14, 2007.
