The Downtown Plan is a tool to help the City of Hugo in realizing <br /> the community vision for downtown Hugo. As Hugo continues to de- <br /> velop, the details concerning the development of each specific site may <br /> differ from the illustrative downtown plan, but the primary elements of �� ---- ' <br /> the plan, including infrastructure ( roads, parks, trails, open space) and .- I <br /> the quality and character which makes the plan unique to Hugo are <br /> expected to be maintained. The City has also adopted design guide- <br /> lines for the downtown area that are intended to provide a baseline for <br /> • 1 <br /> quality that will guide the revitalization and expansion the downtown <br /> business district. The guidelines are written to promote the goals and <br /> objectives of the community including preserving a small-town rural <br /> character, maintaining a pedestrian-friendly downtown area, and rec- <br /> ognizing the French heritage of Hugo.
